Statement from Magistrate's Court Manager, Mrs. Annette Williams-Sylvester Regarding Restriction on In-Person Appearance in Magistrate's Court Following End of Four Day Quarantine

As you are aware, the world and the Territory continue to manage the effects of the deadly COVID-19 pandemic and the Government of the Virgin Islands has taken many measures to control, prevent and suppress the spread of the virus. As such, effective  December 1, 2020, the Government implemented a protocol wherein arriving passengers to the Territory on (Day 0), are required to quarantine for four days only, and following receipt of a negative COVID-19 PCR test, persons are allowed to move freely within the Territory. Persons travelling from the United Kingdom and the Dominican Republic are required to quarantine for fourteen days.

The Government of the Virgin Islands is moving forward with its recovery programme with the signing of Deeds of Contribution to enhance two law enforcement buildings in the Territory—the Magistrate’s Court and Road Town Police Station.

Magistracy Adjusts Operating Hours

The public is advised that beginning September 7, the Magistracy will operate Monday to Friday from 8:30 a.m. to 11:30 a.m. Persons wishing to make payments are advised that the cashing facilities will close at 11:00 a.m.


Role Summary

The role of Magistrate is to hear and pass rulings in all civil, criminal and quasi-criminal matters filed in the Magistrate’s Court. Oversee and manage the operations of the Court in an efficient and competent manner to ensure a professional and fair judicial service is provided within the Court and to the public.

Main Responsibilities

Executive Officer (Internal Reassignment)


1. Ensure the smooth and efficient operation of the department through administrative and/or secretarial support.

2. Answer, screen and transfer calls appropriately, record messages and distribute to officers.

3. Provide professional frontline service to clients.

4. Administer and maintain systems and records ensuring the security of data.

5. Coordinate meetings and events, attend, record and report minutes as required.
