The Government of the Virgin Islands is inviting tenders for the supply and delivery to site of Dry and Refrigerated Containers at the Ralph T. O’Neal Administration Complex.
The proposed works comprise of furnishing all plant, labor, and equipment and performing all operations in connection with the procurement, supply, delivery and lift in place of twelve (12) 40-foot Grade B Dry Containers that are wind and watertight; and three (3) 40-foot Grade B Refrigerated Containers, that are wind and watertight, with typical temperature range of 25 degrees Celsius to Negative 25 degrees Celsius.
Additionally, works comprise of the provision of all shipping charges, inland transportation, freight and logistics charges, clearing from Port Purcell and delivering to the site, crane operations to lift, place and secure; provision of mass concrete blocks for placement and securing of all 15 containers to ensure they are raised above the existing grade level; and any additional works necessary to complete the overall assignment including general clearing of the area where the containers are to be sited.
Procurement Coordinator, Mrs. Ishma Rhymer said eligible tenderers are required to provide a detailed work programme showing the order in which the various sections of works are to be executed, specifically, a bar chart shall be submitted with these details. Tenderers are also required to provide a list of equipment available or to be rented to facilitate the transporting and lifting for the project.
Tenderers must also have a valid Trade Licence in the specific type of work and submit Certificates of Good Standing in respect of the Social Security and taxes, including Payroll and Income Tax, from VI Social Security Board, National Health Insurance and Inland Revenue.
Bid documents will be available on weekdays from Monday, 5th September, 2022 between 9:00 a.m. to 4:00 p.m. Bidding documents will be sent to bidders electronically upon request to email@example.com with the subject title “Supply of Dry and Refrigerated Containers at the Ralph T. O’Neal Administration Complex”.
A virtual pre-tender meeting is scheduled for Thursday, 22nd September, 2022 at 10:00 a.m. via WebEx. The access code and password will be provided prior to the meeting. This will be followed by a site visit. All prospective tenderers are invited to attend.
Interested tenderers should submit one (1) original, three (3) copies and one (1) flash drive containing the bidder’s documents. The original bid should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”. Both envelopes should then be placed in an outer envelope and marked “Supply of Dry and Refrigerated Containers at the Ralph T. O’Neal Administration Complex” and addressed to:

All tenders must be deposited in the Tender Box at the Ministry of Finance (Procurement Unit), RFG Place, 2nd Floor, Road Town, Tortola, Virgin Islands, by the bearer not later than 10:00 a.m. on Tuesday, 11th October, 2022. Tenders will not be received after the Tender Box is closed.
Tenders will be opened at the Procurement Unit, Ministry of Finance, RFG Place at 11:30 a.m. on Tuesday, 11th October, 2022. Tenderers are invited to witness this process via Webex and will be provided with the access code and password prior to the opening of the bids.
