Good morning and thank you for joining me at Government House this morning. Let me begin by providing updates on security-related matters including the Royal Virgin Islands Police Force and the prison, HMP Balsam Ghut, and after I’ll say a few words about last week’s visit to the Virgin Islands by Mr. Robbie Bulloch, Director of the Overseas Territories at the Foreign, Commonwealth & Development Office – his first visit to the British Virgin Islands.

The community of Anegada is notified that a representative from the Water and Sewerage Department and a representative from the Department of Information Technology will be visiting on Wednesday, 5th November, to assist with online payment registration and online payments.

Inmates at His Majesty’s Prison participated in the second annual Inmate Debate focused on how positive prison experiences can impact society. Two teams presented arguments, with Team Two winning a $500 prize. The event, supported by the New Life Baptist Church, aimed to encourage rehabilitation and personal growth. Officials, including Deputy Superintendent Raymond Grant and Acting Principal Officer Jazell Forde-Johnny, highlighted the importance of mindset changes and personal development. Deputy Governor David Archer Jr. also awarded participants a signed copy of his book. The prison is enhancing its rehabilitation efforts by employing a full-time Counsellor, Rehabilitation Officer, and Teacher, supported by the Ministry of Health and Social Development.

At Seatrade Cruise Global 2025 in Miami (7–10 April), Minister for Communications and Works Kye M. Rymer led a multi‑agency BVI delegation that met with cruise‑industry leaders to reinforce existing ties and forge new partnerships. Emphasising sustainability and the Territory’s distinctive appeal, the team joined workshops on emerging trends and strategies, aiming to secure long‑term growth for the Virgin Islands’ cruise sector. Deputy BVI Ports Authority head Dean Fahie said the productive talks will spur mutual success for the Territory and its cruise partners, positioning the BVI for a greener, more competitive future in global cruising.

The 2025 Inter-Primary Schools Track and Field Championships concluded with Francis Lettsome Primary School winning the best primary school title for the third consecutive year. The event, hosted by the Ministry of Education, Youth Affairs, and Sports, took place from March 26 to 28 at the A.O. Shirley Recreation Grounds and featured various races, including 300m, 100m relays, and Sprint Medley Relay finals. Acting Director of Youth Affairs and Sports, Ms. Shaunice Leonard, congratulated the 21 participating schools and highlighted the championships as a platform to nurture future athletic talent. Individual champions in each division were announced, with Earlon Prescott, Janaicy Gumbs, Kaylaun Douglas, Shanae Benjamin, and Ke'Mori Daway among the top scorers. The titles of Victor and Victrix Ludorum were shared by multiple athletes with 30 points each. The Ministry of Education, Youth Affairs, and Sports continues to support sports and recreation to enrich the lives of Virgin Islands residents.

The Elmore Stoutt High School (ESHS) won the 2025 Inter-Secondary School Debates, defeating the Virgin Islands School of Technical Studies (VISTS). ESHS team members Auri-Ana ElShabbaz, Tyasia Cameron, and Syeisha Keith triumphed in the final debate on S.T.E.A.M. education, with Keith winning the overall best speaker award. VISTS received several awards, including second-best speaker by Kellycian Paul. An impromptu speech competition was also held, with Laicha Nguyen of St. George’s Secondary School taking first place. As Premier of the Virgin Islands, I was pleased to visit London for a series of productive engagements with the United Kingdom Government, Members of Parliament, and fellow leaders of the Overseas Territories, focused on governance reform, the fight against illicit finance, and the shared priorities of the Territories.

The Marine Safety Investigation and Reporting Authority (MSIRA) has published its Safety Investigation Report into the collision involving the motor vessel Mojaito, which occurred on the night of 26 July 2025 in the Sir Francis Drake Channel, south of Brandywine Bay, Tortola.

Wheatley, reaffirmed the Virgin Islands’ strong commitment to transparency, accountability, and international financial standards following the visit of the UK’s Anti-Corruption Champion, Baroness Margaret Hodge, from 23–24 September 2025.
