And today, as we commemorate the 75th anniversary of our Legislature, that weight feels especially profound. I think of my forefather, Captain Carlton deCastro — one of the first men to sit in this chamber when the Legislative Council was restored in 1950. A sea captain by trade — steady at the helm, calloused hands gripping the wheel, eyes fixed on the horizon, steering through both calm and storm.

The Government of the Virgin Islands will introduce new legislation to improve the management of education, youth affairs, and sports. This includes amendments to the Education Amendment Act (2014), the Early Childhood Policy, and the Special Education Policy, as well as revisions to the Graduation Policy, National Youth Policy, and National Sports Policy. The Governor also announced the amendment of the H. Lavity Stoutt Community College (HLSCC) Act and the repeal of the BVI College Fund Act. Amendments to the Recreation Trust Act will also be made to ensure good governance. These legislative changes aim to improve education, sports, and recreational facilities in the Territory.

Government of the Virgin Islands Publishes Guide on the Proper and Lawful Exercise of Discretionary Powers The Government of the Virgin Islands has released a new fact sheet and comprehensive policy guide designed to strengthen the proper and lawful use of discretionary powers across the public service. Discretionary powers, commonly indicated in legislation by terms such as “may,” “if the Minister is satisfied,” or “it shall be lawful”, enable Ministers, public officials and authorities to make decisions in situations where the law provides a choice of actions rather than a fixed outcome.

The National Security Council (NSC) convened a special meeting this afternoon under the chairmanship of His Excellency the Governor, Mr. Daniel Pruce, in light of the prison outbreak at His Majesty’s Prison, Balsam Ghut on Saturday evening during which two inmates were discovered missing namely, Jose´ Almestica and John Burgos, both U.S. Virgin Islands residents.

The new director joins the Ministry of Education, Youth Affairs and Sports with extensive experience in youth development, having most recently worked as Director of Student Life at the H. Elmore Stoutt High School (ESHS) and H. Lavity Stoutt Community College (HLSCC) are partnering to host the Annual College Fair on February 13, 2025, from 9:00 AM to 2:30 PM at the Multipurpose Sports Complex. The fair will feature representatives from 21 colleges and universities worldwide, offering students a chance to explore higher education opportunities. Chief Education Officer Mrs. Orlandette Crabbe highlighted the impact of this collaboration, bridging secondary and post-secondary education. HLSCC President Dr. Richard Georges also praised the partnership. The event is open to the public, with opportunities for on-the-spot acceptance and scholarships. It will feature institutions, including 17 Historically Black Colleges and Universities (HBCUs), Missouri Southern University, and St. George’s University.
