As Governor of these Virgin Islands, I am pleased to be here today to perform my constitutional responsibilities on behalf of His Majesty King Charles III in delivering the Speech from the Throne. The Speech from the Throne is a tradition in the Commonwealth and Overseas Territories. It is written by the Government and delivered by the Head of State, or his or her Representative. The Speech from the Throne signals the opening of a new Session of the Legislature and previews the legislative agenda and major policies of the elected Government, as it seeks to achieve its objectives and responsibilities to the people during the upcoming Session of the House of Assembly.

On June 3, 2025, Minister Sharie B. de Castro addressed the alarming rise in serious student misbehaviour, including drug use, violence, and inappropriate conduct in public secondary schools. In response, the Ministry of Education has launched a multi-agency effort involving health and law enforcement partners, established a Student Wellbeing Steering Group and Intervention Task Force, and developed a comprehensive support framework focusing on prevention, counselling, restorative justice, and alternative education. Schools have implemented targeted programmes like BEAM and behaviour committees, while international models from the UK are being adapted locally. The Minister called for community-wide support through trained volunteer mentors and emphasized that addressing these challenges requires collective action from schools, government, and society.

The British Virgin Islands (BVI) marks 40 years since its first International Business Company (IBC) incorporation in 1984, reaffirming its status as a leading international financial center. In 2024, BVI firms facilitated significant transactions across various sectors, including digital assets, restructuring, sustainable finance, and insolvencies. BVI's impact on global trade and investment was highlighted by an estimated $1.4 trillion in cross-border transactions. The jurisdiction continued to innovate in digital assets, restructuring, and sustainable finance, with notable deals like $1 billion Sustainability-Linked Bonds and $680 million acquisitions. BVI also supported major mergers, IPOs, and complex insolvencies, underscoring its global reach and expertise.
