Brian Davis - Appointed Director of Waste Management

Mr. Brian A. Davis has been appointed as Director of the Department of Waste Management effective 1st December 2025. Mr. Davis brings to the post more than twenty-five years of extensive technical, engineering, and senior management experience within the Virgin Islands Public Service. His career spans several key Government departments, including the Water and Sewerage Department, the Public Works Department, and the Ministry of Communications and Works.

As Director, Mr. Davis will be responsible for the overall leadership, administration, and strategic development of the Department of Waste Management. His duties will include overseeing departmental operations; managing the annual budget, developing and implementing policies, procedures, and long-term plans to ensure the efficient and effective functioning of waste management services throughout the Territory. He will also provide research, analysis, and technical advice to the Ministry on all matters related to waste management, while ensuring compliance with relevant laws, regulations, and Government policies. 

Mr. Davis most recently held the position of Acting Director of the Water and Sewerage Department, where he advanced major modernisation initiatives, strengthened data-driven decision-making, and introduced innovative operational tools. His career also includes service as Acting Deputy Director & Head of Operations/Projects and Planning, Project Manager, Senior Quantity Surveyor, and Engineer Technician. Throughout these roles, he has demonstrated strong analytical and leadership skills, a deep understanding of infrastructure systems, and a commitment to operational excellence. 

Mr. Davis holds a Master of Science in Project Management (Merit) from the University of Liverpool, along with academic training in architectural engineering. He is a member of the Project Management Institute and the BRE Academy. His portfolio of skills includes civil engineering, hydraulic analysis, asset management, contract administration, and advanced design competencies using AutoCAD, Civil 3D, and other specialised software.

Permanent Secretary of the Ministry of Health and Social Development Ms. Tasha Bertie commented, “Mr. Davis’ appointment reflects the Ministry’s commitment to strengthening the leadership capacity of the Department of Waste Management at a pivotal time. His extensive background in operational management, public-sector service delivery, and organisational transformation positions him to bring the structure, technical discipline, and results-driven leadership the department requires. We are confident that under his direction, the team will advance a more modern, efficient, and accountable waste-management framework for the Virgin Islands.”

Commenting on his appointment, Mr. Davis said “I am honored by the opportunity to serve as Director of Waste Management and to contribute to building a cleaner, safer, and more sustainable future for our Territory.
