The Ministry of Communication and Works recently brought its leaders together for focused discussions, collaborative group work, and action planning on the ministry’s priority project portfolio.

 The 2026 planning Day was held under the theme, “From Vision to Execution, Innovation in Motion: Moving Faster, Adapting Smarter and Delivering Together”. Participants reviewed progress and set coordinated delivery priorities across critical infrastructure and service areas, including:

  • Roads and Infrastructure — accelerating maintenance, upgrading resilience, and improving connectivity across the Territory;
  • West End Ferry Terminal Rebuild — advancing design, procurement timelines, and community engagement to restore and enhance inter-island ferry services;
  • Terrence B. Lettsome International Airport Expansion — refining phasing and delivery plans to support increased capacity, safety, and passenger experience;
  • Sustainable Energy and Water — integrating renewable energy, efficiency measures, and water security projects to meet long-term sustainability goals;
  • Ralph T. O’Neal Administration Complex — progressing modernisation plans to improve government operations and public access.

Minister for Communications and Works Honourable Kye Rymer said that his ministry is aligning vision with practical steps, iterating quickly, learning as we go, and holding itself accountable to deliver results that matter. 

The Minister said, “We have completed extensive planning and must now transition to implementation. The ministry has finalised plans for road infrastructure and other priority areas, secured funding, and completed the preliminary steps required to enter the procurement process and execute these projects.”

Meanwhile, Permanent Secretary in the Ministry Mrs. Elvia Smith-Maduro said the day’s theme revolved around real priorities and expectations. She said, “How people move, how goods flow, and how communities stay connected. Roads, water, electricity, transportation, airports, ferry terminals, and public facilities. All intersect, and the challenge is to manage them in a coordinated and effective way.”

Senior management emphasised collaboration with external partners, contractors, and community stakeholders to ensure projects are delivered on time, on budget, and in a manner that maximises social, economic, and environmental returns.

The Ministry of Communications and Works continues to ensure the continued development and maintenance of public infrastructure in keeping with international standards so that public utilities are reliable and affordable in support of an enhanced community life for every resident and visitor in the Virgin Islands.
