The Government of the Virgin Islands invites applications from suitably qualified and experienced individuals for consideration for appointment to specified positions on the Virgin Islands Development Board (VIDA Board). The Virgin Islands Development Agency will succeed the Virgin Islands Recovery and Development Agency and will have an expanded mandate to support the long-term development priorities of the Virgin Islands.

Role and Responsibilities

Members of the Board will be responsible for:

• Providing strategic oversight and direction to the Agency;

• Ensuring the proper implementation of the Infrastructure Plan emanating from the National Sustainable Development Plan;

• Promoting accountability, sound governance, risk management and effective systems of control;

• Ensuring that the Agency operates efficiently and in accordance with applicable laws and relevant professional standards;

• Advising the Minister on matters of general policy relating to the management of the Agency; and

• Supporting the effective delivery of the Agency’s development mandate.

Eligibility and Criteria

Applicants should:

• Be persons of integrity, sound judgment and high ethical standards;

• Have a track record of high levels of performance in their relevant field;

• Demonstrate an understanding of the objectives, roles, duties and obligations of Board membership;

• Have experience in, or knowledge of, general management or a relevant specialist field;

• Understand accountability relationships and demonstrate the capacity to think and act strategically; and

• Be willing to commit the time required to effectively discharge the duties of a Board member.

In keeping with the proposed composition and skills requirements of the Board, expressions of interest are particularly invited from persons with knowledge, experience or representation in the following areas:

• Philanthropy;

• Civil society;

• The business community;

• Civil engineering or project management; and

• Accounting or financial management.

Positions for which Applications are Invited

Applications are invited from suitably qualified persons for consideration for appointment to the Virgin Islands Development Board in the following categories:

• Two (2) persons from the Sister Islands, with each person being from a different Sister Island;

• One (1) person with knowledge and experience in the field of philanthropy;

• One (1) person representing civil society; and

• One (1) person representing the business community.

Appointments to the other positions on the Board will be made in accordance with the respective selection and appointment processes prescribed by the legislation. 

Terms of Appointment

• Members, other than ex officio members, may be appointed for a term not exceeding three (3) years and may be eligible for re-appointment for one further term, subject to the legislation;

• Members may be required to serve on committees of the Board; and

• Remuneration will be in accordance with Government’s policy for statutory boards and committees.

Additional Information

Appointments will be made in accordance with the applicable legislation and Government policies. The Government reserves the right to make appointments in a manner that ensures an appropriate balance of skills, experience and representation on the Board.

• A detailed curriculum vitae;

• Two (2) references; and

• A recent Police Certificate of Character (or evidence that the application for the same is in process).
