Publication of the Report of the United Nations Special Committee on Decolonization’s Visiting Mission to the British Virgin Islands
Premier Dr. Hon. Natalio D. Wheatley announced the publication of the UN Special Committee on Decolonization’s report following its visit to the British Virgin Islands in August 2024. The report assesses the Territory's decolonization progress and recommends implementing an education program on independence, establishing an independence timetable, engaging in talks with the UK, and considering a referendum on independence. The report will be debated in the House of Assembly and the government will host a public forum for views. The report is available on the Government’s website.

Financial Institutions to Prepare for Common Reporting Standards 2.0 Requirements
The Virgin Islands will implement the OECD’s updated Common Reporting Standard (CRS 2.0) effective 1st January 2026, requiring Financial Institutions to collect new data throughout 2026 and submit it to the International Tax Authority by May 2027. Key changes include expanded definitions to cover digital products, crypto-assets, and Central Bank Digital Currencies (CBDCs), enhanced due diligence procedures, and clarified reporting requirements. These updates align with the Mutual Legal Assistance (Tax Matters) Act, Revised Edition 2020. The Virgin Islands has also committed to adopting the Crypto-Asset Reporting Framework (CARF) by 2028.

Limited-Time Access for Commercial Vessels in the Territory
Effective 1st June 2025, new maritime regulations in the Virgin Islands take effect. Amendments to the Cruising and Home Port Permit Act and the Commercial Recreational Vessels Licensing Act introduce stricter rules for intra-trading between local ports. Only licensed BVI vessels may operate freely, while non-BVI vessels require limited-time waivers, inspection certification, and fees. Certain exemptions apply, including small cruise ships and locally licensed recreational vessels.

Contract Signed For Design And Construction Management Of Farmers’ Reservoir
On May 13, 2025, the Government of the Virgin Islands signed a $224,639.60 contract with Alvair Limited for consultancy services related to the engineering design and construction management of water mains and civil works for the Farmers’ Reservoir at Paraquita Bay. This 30-month project, led by the Virgin Islands Recovery and Development Agency (RDA) and funded by the Government with the Premier’s Office as Ministry Partner, aims to address the long-standing water access issues affecting local farmers and enhance food security in the Territory. Premier Dr. Natalio Wheatley emphasized the importance of moving from discussion to action to support agricultural productivity. RDA CEO Anthony McMaster highlighted the project’s economic and strategic value, encouraging local engagement as the initiative progresses.

Opening of the Law Year 2025
The Eastern Caribbean Supreme Court (ECSC) is marking the commencement of the New Law Year with a Ceremonial Opening under the theme, “Accessibility and Awareness - The ECSC Bridging the Gap Through Community Engagement.” The event, hosted by Saint Lucia, includes a church service at the Road Town Methodist Church in Tortola and a Special Sitting at the High Court in Tortola.
