To qualify for Residence Status, you must:

  1. Live in the Virgin Islands for 10 years in a row without being away for more than one year at a time.
  2. Spend most of your time in the Territory and not be absent for more than 90 days in a year.
  3. Be of good character and provide positive references.
  4. Intend to live permanently in the Virgin Islands.

Family members

  • Your spouse and children under 18 can be included on your Residence Certificate.
  • Once a child turns 18, they must apply on their own within 6 months if they want to remain.

What You Need / Requirements
  • Online application completed and submitted on the Immigration eForms platform
  • Application fee of $250.00 dollars that is non-refundable
  • One passport photo meeting BVI or UK passport standards
  • Birth certificate certified copy
  • Passport information page certified copy
  • Police certificate from the Virgin Islands valid within the last 6 months
  • Medical certificate issued in the Virgin Islands valid within the last 6 months showing health status and any communicable diseases
  • Student record academic and behavioural report for students or graduates within the past 2 years
  • Marriage certificate certified copy if married
  • Virgin Islands History and Culture certificate from H Lavity Stoutt Community College
  • English proficiency certificate if English is not your first language from HLSCC or another certified institution
  • Two character references from a BVIslander or a Belonger meeting the listed conditions
    • Referees cannot be family, employers, or Members of the House of Assembly
  • Proof of community contribution such as letters, certificates, service hours, volunteering, leadership, mentorship, sponsorship
  • Academic or professional certificates certified copies
  • Business documents if applicable such as trade licence or company directorship records
  • Property documents if applicable such as Non-Belonger Land Holder’s Licence, land transfer papers, proof of investment
  • Bank references from all local financial institutions showing current and average balances for the last 3 years and details of loans and mortgages
    • Bank statements are not accepted
  • Job or income letter confirming salary, allowances, and all sources of income

Additional documents for children being endorsed:

  • Child’s birth certificate certified copy
  • Child’s passport information page certified copy
  • Police certificate for children over 10 years old valid within the last 6 months
  • School letter showing admission to the Virgin Islands school system

When reviewing your application, Cabinet (after consulting the Immigration Board) considers:

  • Your connection to the Virgin Islands through family, work, and community ties
  • Your participation in community life and respect for culture
  • Your contribution to the economy, environment, and society
  • Your background, character, and security checks
  • Whether your continued residence benefits the Territory

How to Apply

Step 1. Prepare your documents

Gather the required documents for the type of status you are applying for and ensure documents are certified where required. Police and medical certificates must be issued within the last 6 months.

Step 2. Create an account and start your online application

Go to the Immigration Eforms Platform, create an account, and sign in. Select Application for the Grant of Status in the Virgin Islands and choose the status type you are applying for.

Step 3. Complete the application and upload your documents

Fill out all sections of the online form truthfully and upload the required supporting documents in the correct format. Review your information carefully before submitting.

Step 4. Submit your application

Submit the completed application through the eForms system. You will receive an acknowledgement confirming your submission is pending review.

Step 5. Pay the application fee

A non-refundable application fee of 250 dollars is required before your application can be processed. Contact the Department of Immigration to confirm payment options and where to pay.

Step 6. Application review and decision

The Immigration Board reviews your application and may use a point-based system to assess eligibility. The Board makes a recommendation to Cabinet, and Cabinet makes the final decision.

Step 7. Notification of decision

You will be informed in writing of Cabinet’s decision. If approved, you will receive instructions on the next steps.

Step 8. Pay the status fee if approved

If your application is approved, you must pay the required status fee before your certificate can be issued. The Department of Immigration will provide the amount and payment instructions based on the status granted.

Step 9. Collect your certificate

Once all required fees are paid and processing is completed, you will be issued the relevant certificate

  • Residence Certificates must be renewed every 5 years.
  • Time away for illness, education, or government or military service may still count toward your residence.
  • Submitting false or altered documents is a criminal offence and may result in a $10,000.00 fine and a 5-year ban on reapplying for Residence.

Body

You should provide evidence showing community participation, good character, environmental responsibility, economic and social contribution, inclusivity and respect for diversity, and financial stability. Examples include letters from organisations, certificates, awards, police clearances, proof of employment, business records, and bank references.
