THE CABINET OF THE VIRGIN ISLANDS - POST MEETING STATEMENT


CABINET DECISIONS

Cabinet Meeting – 2nd September 2026


His Excellency the Governor Daniel Pruce chaired the meeting held on 2nd September, 2026.
All Members were present, with the exception of the Premier and Minister of Finance, who was overseas on official duty.


Cabinet:
1. Decided that the following persons be appointed as Commissioners of the Telecommunications Regulatory Commission (TRC) Board in accordance with Sections 7(1) and 7(2) of the Virgin Islands Telecommunications Act, 2006:
a. Mr. Nigel Cassimire, with telecommunications services background from outside of the Virgin Islands, for a period of two (2) years with effect from 1st October, 2026 until 30th September, 2028;
b. Mr. Cedric King for a period of two (2) years with effect from 1st October, 2026 until 30th September, 2028;
c. Mrs. Jude Hodge for a period of two and a half (2.5) years with effect from 1st October, 2026 until 31st March, 2029; and noted
d. that the Commissioners would be paid one thousand dollars ($1,000.00) per month by attendance for their services on the TRC Board.


2. Approved:
a. the appointments of members of the BVI Health Services Authority Board in accordance with section 5(5)(a) of the Act:
i. Mr. Lemuel Smith for a period of three (3) years with effect from 6th August, 2026 to 5th August, 2029;
ii. Mrs. Phillipa Barry for a period of two (2) years with effect from 6th August, 2026 to the 5th August, 2028;
b. the appointment of Ms. Samantha L. Stevens as Deputy Chairperson of the BVI Health Services Authority Board, in accordance with the provisions outlined in section 5(5)(c) of the Act; and
c. payment of stipends to the Deputy Chairperson and members of the Board in the amounts of $600.00 and $500.00 per month respectively, subject to attendance at meetings and in accordance with the renumeration arrangements applicable to the Board.


3. Noted the Ministry of Health and Social Development's progress towards the development of the National Cervical Cancer Elimination Strategy, including the completion of the programme assessment and national stakeholder consultation and the preparation of the draft strategy and implementation plan with Pan American Health Organization (PAHO) technical cooperation.


4. Noted the emerging findings and priorities arising from the PAHO-supported mental health mission and stakeholder consultations conducted from 20th to 24th July 2026; and the proposed development of an integrated Mental Health System Strengthening Programme, comprising of a Mental Health Policy, modernised mental health legislation and a Mental Health Strategic and Implementation Plan.


5. Approved ten (10) Non-Belongers Land Holding Licence applications and and one application for permission to use the seabed to install an arrival dock at Eustatia Island - Eustatia Corporation Limited.
