Cabinet Meeting – 13th May, 2026
His Excellency the Governor Daniel Pruce chaired the meeting held on 13th May, 2026.
All Members were present, with the exception of the Minister for Environment, Natural Resources and Climate Change and Attorney General, who were absent on private business and official duty, respectively. Solicitor General Mrs. Jo-Ann Williams-Roberts attended as the acting Attorney General.
Cabinet:
- Reviewed and approved the Electronic Monitoring Policy as the framework for the use of electronic monitoring in the Virgin Islands.
- Reviewed and noted the Second, Third and Fourth Quarter Financial Reports as of 30th June, 30th September and 31st December 2025, respectively, in accordance with Section 17 of the Public Finance Management (Amendment) Act, 2012; and agreed that in accordance with Section 17(d) of the Public Finance Management (Amendment) Act, 2012 the Reports be laid on the table of the House of Assembly at the next convenient sitting.
- Approved one (1) Non-Belongers Land Holding Licence application and an application to hold land in joint proprietorship on Virgin Gorda.
Cabinet Meeting – 27th May, 2026
His Excellency, the Acting Governor Mr. David Archer Jr., chaired the meeting held on 3rd December, 2025.
All Members were present, with the exception of the Governor (overseas on official business), Minister for Environment, Natural Resources and Climate Change (official business) and Attorney General (overseas on official business). Solicitor General Mrs. Jo-Ann Williams-Roberts attended as the acting Attorney General.
- Noted the 2025 Annual Report for the Department of Disaster Management, in accordance with section 15.17 of the Public Service Management Code; including the programme achievements outlined in the report; the ongoing challenges and the key activities to be rolled over to 2026; and agreed that the Report be laid on the table at the next convenient sitting of the House of Assembly.
- Noted the 2025 Annual Report for the Department of Human Resources, in accordance with section 15.17 of the Public Service Management Code; and agreed that the Report be laid on the table at the next convenient sitting of the House of Assembly.
- Noted that all 19 findings from the 2021 III Code Audit have been fully closed; accepted the detailed findings and observations of the IMO III Code Proxy Audit conducted by the UK MCA from 1st to 5th December; noted the summary of the 2025 Proxy Audit and possible financial implications; and that the Premier's Office will coordinate the implementation of corrective measures through the relevant ministries and agencies.
- Noted the completion of the BVI SMART Initiative-SMART Schools Project and the achievement of SMART certification for 13 public schools.
- Considered and approved the policy to amend the Electronic Transactions Act, 2021, to address uncertainties arising from the current exclusions under section 4(1) of the Act and to better align the legislation with modern commercial practice. The amendments are intended to enhance the efficiency of transaction closings, provide greater legal certainty, and strengthen the Virgin Islands’ position as a leading jurisdiction for cross-border and digital transactions.

- the members of the planning committee for the Commemoration of the 250th Anniversary of Freedom at Nottingham Estate, Long Look, who were selected based on their representation of the Long Look community, historical and cultural knowledge:
