CABINET DECISIONS
16th, 18th and 30th September, 2026

Cabinet Meeting – 16th September 2026
His Excellency the Governor Daniel Pruce chaired the meeting held on 16th September, 2026.
All Members were present.

Cabinet:
1. Reviewed and approved the Labour Code (Work Permit Exemption) (Amendment) Order, 2026 in accordance with Section 172(d) of the Labour Code, 2010 as amended, and agreed it be published in the Virgin Islands Official Gazette and be deemed to have come into force on the 15th May, 2026.
2. Decided to grant Certificates of Belonger Status to five (5) applicants, as per Section 16(3) of the Immigration and Passport Act.
3. Noted Report No. 3 to update on progress made in implementing the decision regarding the transfer of the product development function from the BVI Tourist Board to the Ministry of Tourism, Culture and Sustainable Development.
4. Decided that the Government of the Virgin Islands agree to participate in and contribute to the Eleventh Cycle of the Caribbean Development Bank (CDB) Special Development Fund (SDF 11) in support of regional development, resilience and continued partnership with the CDB.

Cabinet Meeting – 18th September 2026
His Excellency the Acting Governor David Archer, Jr. chaired the special meeting held on 18th September, 2026 in the absence of Governor Daniel Pruce, who was overseas on official duty.
All Members were present, with the exception of the Deputy Premier and Minister for Environment, Natural Resources and Climate Change and Minister for Health and Social Development, who was overseas on official duty.

Cabinet:
1. Approved the recommendation of the Virgin Islands Deposit Insurance Board of Directors to appoint Mr. Themba Reginald Busika as the Chief Executive Officer (CEO) of the Virgin Islands Deposit Insurance Corporation (VIDIC) in accordance with Section 40(1) of the Virgin Islands Deposit Insurance Act, 2016.
2. Reviewed and approved Schedule of Additional Provisions No. 1 of 2026 and Resolution and decided that both documents be laid on the table at the next convenient sitting of the House of Assembly.
 

Cabinet Meeting – 30th September 2026
Her Excellency the Acting Dancia Penn chaired the meeting held on 30th September, 2026, in the absence of Governor Daniel Pruce, who was overseas on official duty.
All Members were present, with the exception of the Deputy Premier and Minister for Environment, Natural Resources and Climate Change and the Minister for Health and Social Development, who was overseas on official duty.

Cabinet:
1. Noted that Public Service Week 2026 will be held from 4th to 9th October, 2026 under the theme “Serve with Pride, Virgin Islands Stride!”.
2. Decided that the Schedule to the Data Protection Act, 2021 be amended and that the Order be published in the Virgin Islands Official Gazette, pursuant to section 48 of the Data Protection Act.
3. Approved the renaming of the East End Public Library as the H. Lynden Smith Public Library, in honour of Mrs. H. Lynden Smith, MBE, in recognition of her distinguished and sustained contribution to education, reading and literacy development in the Virgin Islands.
4. Approved four (4) Non-Belongers Land Holding Licence applications and the transfer of Crown land to the H. Lavity Stoutt Community College Board of Governors.
