The Government of the Virgin Islands has signed a contract with Purcell’s Construction for the construction of a retaining wall, road pavement and drainage work at Sabbath Hill.

The contract was signed on Tuesday, December 9 in the amount of seven hundred and twelve thousand, six hundred and forty-nine dollars and fifty-two cents ($712,649.52).

Premier and Minister of Finance, Honourable Dr. Natalio Wheatley stated the signing marks the Government’s continued commitment to upgrading the infrastructure of the Virgin Islands. 

Premier Wheatley said, “I want to express my appreciation to the Minister and the Ministry for the work that they have been doing to rehabilitate the infrastructure in the Virgin Islands. 

He added, “As days, weeks, and months and years go by, we are seeing a difference. What it means when you have persons who are committed to a task. We've put out tender after tender, and we have contractors who are serious about getting the job done, who are winning tenders, executing jobs, and this is just the beginning. There's a lot more work to come in 2026, because as a government, we're serious about upgrading the infrastructure. We're grateful for this contract. I want to congratulate Mr. Albert Purcell for being successful in this particular tender we look forward to the job coming in on budget and on time.”

Minister for Communications and Works, Honourable Kye Rymer, expressed appreciation to the Premier and Minister of Finance for ensuring that the necessary funding was made available to advance much-needed road rehabilitation works. He explained that the contract signing marks a critical step in addressing the long-standing deterioration of the road. The Minister expressed confidence in the contractor’s experience and ability to deliver the works efficiently and within budget.

“This is a major undertaking, but based on your qualifications and your history of work, we are confident that you will be able to carry out these works efficiently and on budget,” said Honourable Rymer. “For the residents in the area, this road has been a challenge and a safety concern for quite some time, and we are pleased to be able to sign this contract today. This is a big step forward for the Sabbath Hill Road community, and we look forward to the completion of the project.”

 

He further reaffirmed the Government’s commitment and underscored the importance of the works to improving safety and infrastructure within the community. 

Co-owner of Purcell’s Construction Mr. Albert Purcell thanked the Government for awarding his company the contract and assured that they would adhere to the guidelines stipulated in the contract. He said, “I just want to say thank you for selecting me as the winner, and to be sure, I am going to do my best to get this project complete on budget and on time. Thank you very much.”

The Ministry of Communications and Works continues to ensure the continued development and maintenance of public infrastructure in keeping with international standards so that public utilities are reliable and affordable in support of an enhanced community life for every resident and visitor in the Virgin Islands.
