Minister for Communications and Works, Honourable Kye Rymer, has reported that his Ministry has achieved significant progress in 2025, with major accomplishments in road rehabilitation, digital modernisation, and Government infrastructure upgrades.
Speaking at the Government of the Virgin Islands’ Mid-Year Retreat, Honourable Rymer said the Ministry has advanced a broad slate of projects that are directly improving daily life for residents across the Territory.
Road Rehabilitation
The Minister highlighted that road rehabilitation remains a top priority, with projects underway or planned in communities including Sea Cow’s Bay, Greenland, Sabbath Hill, Shepherd Hill, Mount Healthy, Fort Hill, Ridge Road, Virgin Gorda, Jost Van Dyke, and Anegada. Works are also commencing on the designs for the rehabilitation of the Windy Hill and Fort Hill Roads, which will further strengthen the resilience of critical road networks. Altogether, the Ministry has planned and developed more than 60 road projects across the Territory. Additional works include kerb walls and drainage solutions along the primary road network on Tortola.
Digital Modernisation
Honourable Rymer also reported strong progress in the Ministry’s digital transformation efforts, highlighted by the launch of the Water and Sewerage Payment Portal, upcoming online services at the Department of Motor Vehicles, and the implementation of enhanced telecommunication technologies and satellite phone systems.
Government Office Infrastructure
The Ministry continues to oversee the rehabilitation of the Ralph T. O’Neal Administration Complex with infrastructural upgrades which include the addition of more than twenty thousand (20,000) square feet of office space, expanded parking capacity, and comprehensive mechanical and structural upgrades.
Strategic Priorities Moving Forward
Looking ahead, Honourable Rymer noted that the Ministry has also set its remaining objectives for 2025 and strategic priorities for 2026. A major upcoming project is the rehabilitation of nine miles of roadway from the West End Ferry Terminal to the Road Town Ferry Terminal, representing one of the largest single road initiatives in recent years, while the rehabilitation of the Windy Hill and Fort Hill Roads also remain key priorities. Other critical objectives include continuing to expand renewable energy initiatives, including the Solar Technology Energy Programme (STEP) and adding more renewable solutions to the national power grid; transportation and port development; expansion of the airport; completion of the West End Ferry Terminal and Territory-wide drainage solutions.
