The Government of the Virgin Islands (GoVI), acting through the Ministry of Communications and Works, seeks to procure satellite-enabled airtime services for use during emergencies, particularly in scenarios where cellular network coverage is lost.

GoVI intends to establish a framework agreement with a qualified provider, with agreed annual fee rates. The selected provider must possess the necessary experience, technical capability, and service reliability. The Attorney General’s Chambers will prepare or vet the final framework agreement.

Interested and qualified telecommunications service providers are invited to submit a Request for Service Proposal by Monday 11th August 2025 in a non-editable format to:
