The Policy establishes a shared national vision and sets out how tourism will be developed over the next decade. It addresses:

  • Workforce development and service quality
  • Equitable distribution of tourism benefits across communities and Sister Islands

Strategic Pillars of the Policy

The National Tourism Policy is organised around eight strategic pillars, adapted from the OECS Common Sustainable Tourism Policy framework:

  1. Inclusive Growth and Income Distribution
  2. Blue Tourism
  3. Climate Change and Risk Resilience
  4. Product and Niche Market Development
  5. Biodiversity and Ecosystem Protection
  6. Access and Transport Services
  7. Tourism Destination Management
  8. Institutional Capacity and Governance

Each pillar includes policy objectives, priority actions, and performance indicators to guide implementation.

Why the Policy Is Important

Body

Tourism is one of the Virgin Islands’ main economic pillars. Prior to this Policy, tourism development lacked a single, coherent national framework, leading to fragmented decision-making and uneven outcomes.
The Policy ensures:

  • Clear and consistent direction across administrations
  • Alignment with the National Sustainable Development Plan (NSDP 2036)
  • Better coordination between government, industry, and communities
  • Stronger resilience to natural disasters and global shocks
  • Protection of natural and cultural assets for future generations

How the Policy Was Developed

Body

The Policy was created through an extensive, territory-wide consultation process, including:

  • National and sectoral stakeholder meetings
  • Sister Island consultations (Virgin Gorda, Anegada, Jost Van Dyke)
  • Youth engagement and education-sector input
  • Public service and inter-agency consultations
  • Alignment with regional OECS tourism initiatives

This participatory approach ensures the Policy reflects the lived experiences and aspirations of Virgin Islanders.

How the Policy Is Implemented

Body

Implementation is led by the Ministry of Tourism, Culture and Sustainable Development, in collaboration with:

  • BVI Tourist Board
  • Virgin Islands Festival and Events Board
  • National Parks Trust
  • BVI Ports Authority
  • Other government ministries, departments, and industry partners

Progress is monitored through measurable indicators, annual reporting, and mid-term reviews to ensure transparency and accountability.
