Deputy Premier and Minister for Environment, Natural Resources and Climate Change, Honourable Julian Fraser, represented the Virgin Islands at the 48th CARICOM Heads of Government meeting in Bridgetown, Barbados, on February 20-21. He reaffirmed the Territory's commitment to regional collaboration, focusing on economic resilience, security, and technological innovation. Discussions at the meeting included regional security, climate change, food security, and international partnerships. Honourable Fraser also engaged with international figures and highlighted the growing concerns of crime, particularly the illicit trade of firearms and human trafficking. The conference also explored opportunities in emerging technologies like AI, especially in healthcare. Martinique was provisionally accepted as an Associate Member of CARICOM. Honourable Fraser emphasized the Virgin Islands' position on financial services and constitutional matters. He was accompanied by CARICOM Ambassador Benito Wheatley.

The British Virgin Islands (BVI) and the United States Virgin Islands (USVI) held a productive meeting to discuss the economic impact of the proposed fee structure for the Commercial Recreational Vessel Licensing Act (CRVL). While no final agreements were made, both parties agreed to continue their discussions and collaborate on finding a mutually beneficial resolution. The focus was on charter boat fees, regulation, and improving ease of doing business. Both governments committed to reviewing data and ensuring fairness, with a follow-up meeting planned before the CRVL legislation is passed in June 2025. The goal is to strengthen economic cooperation between the two territories.

The Caribbean Disaster Emergency Management Agency (CDEMA) has received financing support under the CDEMA-CARICOM-Japan Multi-Hazard Early Warning Systems (MHEWS) Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDEMA will be made only upon approval by CDEMA and the Government of Japan, under the terms and conditions of the applicable Financing Agreement.

The Ministry of Health and Social Development has secured a USD 250,000 grant from the Organisation of Eastern Caribbean States (OECS), supported by Direct Relief, under the Enhancing Health Infrastructure and Resilience Project (EHIR). The funds will help improve health infrastructure to address climate change-related health challenges. The project will fund the installation of standby backup power at six health centres, upgrade cold storage for vaccines and medical supplies, and install an oxygen generation plant at the Dr. D. Orlando Smith hospital. This initiative aims to ensure reliable health services during emergencies and improve medical supply sustainability. The project is expected to conclude by the end of April.

The Water and Sewerage Department has launched an online payment portal, allowing customers to pay their bills conveniently. Announced by Minister Kye M. Rymer, the portal offers 24/7 access, dual payment options, and secure account management. Customers can register starting February 1 and are encouraged to provide an email address for billing updates. The project was supported by several stakeholders, including the Department of Information Technology, Banco Popular, and Smarter Commerce. The portal is part of the government's effort to modernize public services and improve utility payment processes.
