The Acting Governor of the Virgin Islands, His Excellency David D. Archer Jr., in collaboration with the Office of Gender Affairs, hosted the territory’s first roundtable discussion focused on ending digital violence against women and girls. Digital violence is increasingly threatening the safety and wellbeing of women and girls worldwide. Digital technologies are being used to amplify violent and misogynistic beliefs and enable new forms of abuse, including cyberstalking, harassment, and image-based exploitation.
Today marks an important milestone in the ongoing development of our Virgin Islands. We gather for the signing of the Memorandum of Understanding between the Ministry of Education, Youth Affairs and Sports, the H. Lavity Stoutt Community College (HLSCC), and the Recovery and Development Agency, along with the signing of the Deed of Contribution that will formally initiate the design phase for student dormitories at the HLSCC’s Paraquita Bay campus.
In his final review, the Governor of the Virgin Islands reported substantial progress in implementing the 2022 Commission of Inquiry (COI) recommendations, with most completed and two delayed due to external factors. Eighteen related laws have been passed, but further work is needed to bring them into effect through policies and training. A new Governance Reform Implementation Action Plan has been approved, and vetting for law enforcement officers has begun. Public feedback showed broad support and growing trust in reforms. The recent Law Enforcement Review offers a roadmap for improved safety and oversight. The Governor emphasized continued collaboration, transparency, and public trust as essential to successful reform and national development.
The 16th Territory-wide earthquake and tsunami exercise, held on March 20, was one of the largest national exercises in the Virgin Islands, with 6,854 participants practicing earthquake and tsunami safety procedures. The exercise, led by the Department of Disaster Management (DDM), simulated a magnitude 8 earthquake off the coast of Jamaica, followed by tsunami alerts. Director of Disaster Management, Mr. Jasen Penn, emphasized the importance of regular disaster preparedness and the need for businesses and public agencies to have tested disaster plans. The exercise focused on early warning systems, emergency communication, and inter-agency coordination. The Territory's participation helps maintain its Tsunami Ready status, which it first achieved in 2014.
The Department of Waste Management is inviting quotations for the supply and installation of eleven (11) solar-powered weatherproof outdoor IP security cameras and three (3) indoor IP cameras to be installed at the Pockwood Pond Incinerator, Waste Oil Facility (Sea Cow’s Bay), and The Valley Dumpsite in Virgin Gorda. Cameras must have one-year maintenance, Wi-Fi or 4G connectivity, 2K video quality, MP4 capture format, solar power for outdoor units, night vision, and internal memory storage. Interested businesses must submit duplicate sealed quotations with company name and reference, including product specs, photos, and certificates of good standing from tax, social security, and health authorities, plus a valid 2025 trade license. Mandatory site visits are scheduled for Virgin Gorda on July 7 at noon, and for Sea Cow’s Bay and Pockwood Pond on July 8 at 9 a.m. and 10 a.m. respectively. The 2025 Atlantic Hurricane Season has been off to a slow start, which presents an opportunity for residents to prepare for the possibility of rapidly developing storms or hurricanes later this summer, said Director of Disaster Management Mr. Jasen Penn.
The 2025 Atlantic Hurricane Season ended on November 30 as another above average season, the ninth in the last decade to be considered either above normal or extremely active.
