The Government of the Virgin Islands has signed a contract with E & K Trucking & Construction for the paving of approximately eight thousand (8000) linear feet of road in Sea Cows Bay.

The contract was signed on Friday 16 January 2026 in the sum of one million five hundred forty-five thousand four hundred sixteen dollars and twenty-nine cents ($1,545,416.29). The project is expected to be completed within three (3) months.

Works on the project include reconstruction of sidewalks and the construction of new slipper drains and curb walls. The scope also includes the complete demolition of the existing concrete and asphalt road surface, excavation works and the supply and compaction of new subbase and base material.

Premier and Minister of Finance, Honourable Dr. Natalio Wheatley congratulated the Ministry of Communications and Works for its commitment to upgrading the Territory’s infrastructure. 

Premier Wheatley said, “We have an area that persons have expressed concern about over a number of months, especially since the asphalt was taken off of the road some time ago. Some works were done on the road as well, as it pertains to culverts and drainage. The public would be very pleased to know that we are signing this contract today for works in Sea Cows Bay Road which have been a long time coming, and especially those persons from the western end of Tortola. We will have a much smoother ride once these works are completed and the road is asphalted.”

Minister for Communications and Works, Honourable Kye Rymer gave an overview of the project stating that preliminary designs were completed for the road works, including removing the sub-base and reconstructing of the sidewalks. 

Honourable Rymer said, “We had to eventually go through a tendering process and hence we are here today to sign in this contract for $1,545,417.29. We will be doing about eight thousand (8000) linear feet of roadworks, inclusive of sidewalks. After those works are completed, based on the nine (9) miles, the road will then be reconstructed with asphalt, so this is our preparatory works in terms of making sure that the road is a properly constructed road that we expect to last for an extended period of time.” 

Honourable Rymer added, “We anticipate the work should be done within three (3) months. We have seen the work that you have done in the past and you work with efficiency and we look forward to having this job completed on time and on budget. We look forward to the commencements of these works and this would bring an ease to the motoring public that traverses the area.”

Meanwhile Director of E & K Trucking & Construction Services Mr. Enos Aaron thanked the Government for awarding his company the contract and urged the public’s cooperation when the works begin to ensure the smooth flow of traffic. 

Mr. Aaron said, “We would like to let the public know that this is a road that needs to be done, and also to work with us, and we will work with you all in the best way. We would have all the signs and all the necessary things that we need to have out there to make the traffic flow frequently.”

The Ministry of Communications and Works continues to ensure the continued development and maintenance of public infrastructure in keeping with international standards so that public utilities are reliable and affordable in support of an enhanced community life for every resident and visitor in the Virgin Islands.
