The Government of the Virgin Islands has proposed an allocation of $79.7 million to the Ministry of Education, Youth Affairs and Sports for 2027, supporting continued investment in education, youth development, sporting excellence and the advancement of human capital across the Territory.

The proposed allocation was announced by Premier and Minister of Finance, Honourable Dr. Natalio D. Wheatley, during the presentation of the 2027 Budget Address on Tuesday, 27 October, under the theme “Turning Progress into Prosperity: Building a Sustainable Nation.”

Speaking to the significance of the investment, Premier Wheatley stated, “Education remains the foundation of our Territory’s development, and my Government continues to demonstrate that conviction through the highest level of investment in education in the history of the Virgin Islands.”

A central priority for 2027 is the continued strengthening of teaching and learning through investments in teacher training, professional development, educational leadership, instructional resources and targeted student support. These efforts will place particular emphasis on literacy, numeracy, technology integration and inclusive education, in keeping with the ministry's commitment to advancing a future-focused education system.

The proposed budget also supports continued investment in tertiary education and workforce development, including the expansion of academic and technical training opportunities at H. Lavity Stoutt Community College and the continuation of the Let's Build VI Scholarship Programme.

Government will  maintain its focus on improving educational infrastructure through ongoing school rehabilitation and modernisation, alongside the advancement of major capital development priorities intended to provide safer, more modern and supportive learning environments throughout the Territory.

In youth affairs and sports, the proposed investment will sustain enhanced support for youth empowerment and leadership programmes, athlete development, sporting organisations and improvements to sporting facilities. These initiatives are intended to strengthen participation, nurture talent and expand opportunities for young people and athletes across the Virgin Islands.

The proposed allocation builds on progress recorded during 2026, including strong academic performance among public school students, expanded tertiary education opportunities, improvements to educational facilities and increased investment in youth and sports development.

Premier Wheatley emphasised Government's continued commitment to national development stating, ““In 2027, we will keep building: building stronger institutions, better learning environments, greater opportunities for our young people and the human capital that will shape the future of these Virgin Islands.”

Through its proposed 2027 investments, the Government of The Virgin Islands aims to continue strengthening the institutions, programmes and opportunities that support the development of students, educators, young people and athletes, while preparing Virgin Islanders to contribute meaningfully to the Territory's future.

The proposed allocation remains subject to the final approval of the 2027 Appropriation Act by the House of Assembly.
