The Caribbean Disaster Emergency Management Agency (CDEMA) has received financing support under the CDEMA-CARICOM-Japan Multi-Hazard Early Warning Systems (MHEWS) Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDEMA will be made only upon approval by CDEMA and the Government of Japan, under the terms and conditions of the applicable Financing Agreement.
CDEMA now wishes to procure consultancy services for the Application of the Multi-Hazard Early Warning Systems (MHEWS) Checklist in the British Virgin Islands.
The objective of the consultancy is as follows:
- To apply the MHEWS Checklist as a comprehensive baseline assessment tool to evaluate existing early warning systems across the four pillars of risk knowledge, monitoring and forecasting, dissemination and communication, and response capability;
- to conduct a detailed gap analysis identifying strengths, weaknesses, and systemic gaps;
- to facilitate a national stakeholder validation workshop;
- and to develop a prioritized National MHEWS Roadmap outlining strategic actions, sequencing, institutional responsibilities, resource requirements, and sustainability measures to strengthen and operationalize an effective, inclusive, and resilient multi-hazard early warning system framework in the British Virgin Islands.

The duration of the assignment is expected to be approximately 3.5 months (70 working days).
CDEMA now invites interested eligible individual consultants to submit proposals for the provision of these consultancy services. All information must be submitted in English. CDEMA’s policy requires that consultants provide professional, objective, and impartial advice and always hold its interest paramount, without any consideration for future work.
Requests for clarifications may be submitted in writing to procurement@cdema.org on or before March 18, 2026.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services.
CDEMA reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. CDEMA will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Request for Proposal.
Guidance for submitting proposal:
Selection will be based entirely on the qualification and experience of the individual consultant. Firms are allowed to provide a qualified individual consultant for the assignment. However, only the experience and qualifications of the individual consultant shall be used in the selection process. Their corporate experience shall not be taken into account. Where firms propose an individual consultant, the contract will be signed with the proposed individual consultant.
