- A recent passport sized photograph of the applicant
- A certified copy of your BVI Passport Biography page, including the page with the belonger status seal
- A certified copy of your Birth Certificate (Civil Registry and Passport Office)
- A certified copy of your Belonger Card (front and back)

- A certified copy of your BVI Passport Biography page, including the page with the belonger status seal (for the Directors)
- A certified copy of Memorandum & Articles of Association
- A certified copy of Certificate of Incorporation
- A certified copy of Current Annual List of Members
- A Certificate of Good Standing from Registry of Corporate Affairs
- A certified copy of a BVI Trade Licence

How to Apply
Step 1: Complete the application form
Download and complete the Application to Reclaim the Seabed form. The form must be typed or written legibly in bold print using blue or black ink only.
Step 2: Gather the required documents
Collect all supporting documents required for your application and ensure that all sections of the form are completed.
Step 3: Submit your application by email
Email the completed application form and all supporting documents to menrcc@gov.vg.
The Ministry of Environment, Natural Resources and Climate Change (MENRCC) will review your submission and respond within two (2) business days.
If any information or supporting documents are missing, your application will be returned for completion.
Step 4: Submit the physical application and pay the applicable fees
Once the Ministry confirms that your application and supporting documents are in order, submit the completed physical application form and pay the applicable fees in person at MENRCC.

$1,250.00 per acre per year (upon completion)

500 cubic yard or less - $1,500.00

Important Information
Requirements Based on Ownership of the Property Abutting the Seabed
- If you own the property: You may submit your application for processing.
- If someone else owns the property: You must provide a notarized letter of consent from the landowner confirming that they have no objection to the proposed development.
- If you lease the property: You must submit a copy of your lease agreement and a notarized letter of consent from the landlord (lessor) confirming that they have no objection to the proposed development.
- Lease or licence duration: Any lease for a seabed reclamation project or licence for a jetty, breakwater or mooring will only be issued for the remaining term of the existing land lease.
- f the property is Crown land: You must first apply for permission to lease the Crown land and submit all required supporting documents. Once your application is approved and a lease is issued, you may apply for permission to develop the seabed.
