How  do I obtain a Virgin Islands Driver’s License?

 Requirements:

  • 18 years or older
  • Valid Passport & NHI Card
  • Valid Learner's Permit
  • Written Test Certificate
  • Pass the Cone test
  • Pass the Road skills test
              

Process

Step 1: Once the applicant is 18 years of age or older, they must first register in person at the department using their valid passport and NHI card to use the online booking services. Applicant must have a valid email address also and they would be given a password to start the process. They would then proceed to do the written test. Upon passing, a written test certificate is issued. If unsuccessful, the test can be repeated at a later date, but not on the same day.

Step 2: After completing the written test, they must present the written test certificate so they can purchase a learner’s permit from the department for a cost of $20.00, which lasts three months from the date of issuance.

Step 3: Once the applicant is confident enough to take the Cone test, they must book a date online with the email address used for registering and the given password to select a date for the Cone test. However, applicant must come to the department to pay for the Cone test at least three days before the test, to guarantee booking. He/she must then present a valid learner’s permit and the written test certificate to the Testing Officer. Upon passing the Cone test you will receive a certificate of completion. If unsuccessful with the Cone test, you can rebook after 24 hours. The same procedures are for payment.

Step 4: Once the applicant is confident enough to take the Road Skills Test, they must book a date online with the email address used for registering and the given password to select a date for the Road skills test. However, applicant must come to the department to pay for the Road skills test at least three days before the test, to guarantee booking. On the day of the appointment, the individual must present a valid learner’s permit, written test certificate as well as the cone test certificate in order to take the test. 

Step 5: If unsuccessful with the Road skills test, you will have a minimum of two weeks before you can rebook a date for the Road skills test.  If you are successful, then you may obtain your driver’s license after 24 hours.

Step 6: An eye examination is also required before the license may be issued. You may provide one from a licensed medical practitioner or one can be completed at the Department of Motor Vehicles (the exam is free).
