His Excellency the Acting Governor, Mr. Robert Mathavious, on the advice of the Public Service Commission, has approved the acting appointment of Mrs. Carolyn Stoutt Igwe as Permanent Secretary in the Deputy Governor’s Office.

Mrs. Stoutt Igwe will assume the role of Acting Permanent Secretary from August 15, while the interim Acting Deputy Governor Mr. David Archer, whose substantive post is Permanent Secretary in the Deputy Governor’s Office, commences study leave to pursue graduate studies in Economics at the University of the West Indies, Cave Hill, Barbados. Currently, Acting Deputy Secretary in the Deputy Governor’s Office, Mrs. Helen Seymour is acting as Permanent Secretary until August 12.

As Permanent Secretary in the Deputy Governor’s Office, Mrs. Igwe will serve as the chief advisor to the Deputy Governor on the management, leadership and execution of subjects that are within the Deputy Governor’s portfolio. Additionally, she will oversee the overall coordination and management of the Office and ensure that all activities are carried out in accordance with Government policies and procedures. Her role also includes exercising broad policy oversight over all departments and units within the Governor’s group and overseeing and coordinating the budget submission of all departments within the Governor’s group, among many other duties.

Since joining the Public Service in 1983, Carolyn Stoutt Igwe has risen from Clerical Trainee in the Passport Office to her current position as Executive Private Secretary in the Governor’s Office. She has served as Private Secretary to the Chief Minister (2003-2005), Assistant Secretary in the Premier’s Office (2007-2009), and Deputy Secretary in the Ministry of Health and Social Development (2009-2015).

Mrs. Stoutt Igwe attained a Master of Public Service and Administration degree in May 2007 from the Bush School of Government and Public Service at Texas A & M University, USA, having previously obtained an associate degree and bachelor’s degree in Office Assistance and Administration and Christian Education, respectively. She also holds a Level 7 Executive Diploma in Strategic Management.

Her appointment as Acting Permanent Secretary has afforded Mrs. Nolma Chalwell the opportunity to serve as Acting Executive Private Secretary in the Governor’s Office.

As Acting Executive Secretary, Mrs. Chalwell will be charged with general oversight for the functioning of the Governor’s Office, Residence and Museum. Also, she will provide administrative support to the Governor with emphasis on local matters to ensure the efficient and effective running of the Office.

Mrs. Chalwell earned an Associate of Arts degree in Executive Secretarial Administration from the College of the Virgin Islands (now University of the Virgin Islands) and in 2009 she was awarded an Executive Diploma in Management from the Chartered Management Institute, UK. Over the years of her public service, she has also increased her administrative skills by way of regular training throughout the region and United States.

Mrs. Nolma Chalwell currently serves in the position as Secretary for the Public Service Commission, Department of Human Resources.

The Deputy Governor’s Office supports the Deputy Governor in the exercise of his or her functions under section 38 of the Virgin Islands Constitution Order, 2007. The Office provides technical and administrative support services to enable the Deputy Governor to assist the Governor in the exercise of his functions in matters of governance, national security/public safety and court administration.
