Mrs. Carolyn E. Stoutt Igwe had been confirmed in her appointment as the Permanent Secretary in the Office of the Deputy Governor.

The appointment took effect on November 1 by His Excellency the Governor, Mr. Augustus J. U. Jaspert, in accordance with section 92 of the Virgin Islands Constitution, and acting in accordance with the advice of the Public Service Commission. Mrs. Stoutt Igwe has been the acting Permanent Secretary since August 2016.

As Permanent Secretary in the Deputy Governor’s Office, Mrs. Stoutt Igwe will continue to serve as the chief advisor to the Deputy Governor on the management, leadership and execution of subjects that are within the Deputy Governor’s portfolio.

Additionally, she oversees the overall coordination and management of the Office and ensures that all activities are carried out in accordance with Government policies and procedures. Her role also includes exercising broad policy oversight over all departments and units within the Governor’s Group and overseeing and coordinating the budget submission of all departments within the Governor’s Group, among many other duties.

Since joining the Public Service in 1983, she has held several positions as a senior Public Officer. She has served as Private Secretary to the Chief Minister (now Premier) (2003-2005), Assistant Secretary in the Premier’s Office (2007-2009), Deputy Secretary in the Ministry of Health and Social Development (2009-2015) and Executive Private Secretary in the Governor’s Office (2015-2016).  

Mrs. Stoutt Igwe attained a Master of Public Service and Administration degree in May 2007 from the Bush School of Government and Public Service at Texas A & M University, USA, a Bachelor’s degree and an Associate degree in Christian Education and Office Assistance and Administration/Business Management, respectively. She also holds a Level 7 Executive Diploma in Strategic Management.

The Office of the Deputy Governor’s supports the Deputy Governor in the exercise of his or her functions under section 38 of the Virgin Islands Constitution Order, 2007. The Office provides technical and administrative support services to enable the Deputy Governor to assist the Governor in the exercise of his functions in matters of governance, national security/public safety and court administration.
