Contractors and consultants in the Territory are to be classified and graded in the soon to be launched Contractors Registration and Classification System (CRCS).

Assistant Director of Projects, Mr. Duane Fraites said technical and consultancy services experts in the construction and development sectors are invited to register. The invitation is also extended to contractors and subcontractors including heavy equipment operators within the construction and development sectors.

Mr. Fraites added that these persons are required to register with the Projects Unit in the Ministry of Finance over a four (4) month period to allow for the CRCS to be populated prior to the official launching.  Registration will continue after the official launch.

Regulation 181 of the Public Finance Management Regulations mandates that a list of pre-qualified contractors for the procurement of services, including construction works is to be maintained by the Financial Secretary.  Once launched, the system will be used by Government agencies to identify a shortlist of contractors and consultants for works or services that are not issued via an open tender process, as required by the regulations.

Qualifications and information to be submitted include Government licences and certificates, company profiles, experience portfolio, financial capability and Curriculum Vitae of management and key staff. The system will be maintained and reassessed periodically in accordance with a rating and grading systems where registrants can be classified.  Mr. Fraites said all contractors and consultants who have worked previously in the public sector and those that have worked in the private sector are all invited to register. 

Meanwhile, Director of Projects, Dr. Drexel Glasgow said the system will allow the Government of the Virgin Islands to become familiar with the capabilities and the level of services offered by contractors and consultants operating in the Territory.  He added that the system is also expected to promote quality of work and value for money by identifying suitably skilled and competent contractors and consultants for general and specialised contracts.

All contractors and consultants can collect registration forms from the Projects Unit located at Qwomar Building #2, 2nd Floor, Road Town, Tortola, British Virgin Islands or an electronic registration form by sending a request to procurement@gov.vg.
