The Ministry of Environment, Natural Resources and Climate Change is seeking applications for the position of Member of the Crown Lands Advisory Board, as established under the Crown Lands Management Act, 2024.

The available positions are as follows:

  • Five (5) persons - one representative each from the islands of Tortola, Anegada, Virgin Gorda, Jost Van Dyke and Salt Island;
  • Four (4) persons - one representative each who may be qualified, knowledgeable and experienced in either the area of law, construction, banking, real estate or any other relevant field.

Section 5 of the Crown Lands Management Act, 2024 states that a Crown Lands Advisory Board shall be established that will make recommendations to Cabinet on the grant and disposition of available Crown Lands to eligible persons.

The Board in carrying out its functions shall act at all times in a transparent, accountable and responsible manner when dealing with the disposal of Crown Lands. It will properly consider the cultural and historical nuances of each island and area in the Territory when dealing with the disposal of Crown Lands and subject to the recommendation of Standing committees and such other committees where required, on such matters.

The board will also make recommendations based on the National Development objectives of the Government and operate under prescribed governance, procedures, and policies, and procedural rules of the Board.

Minimum Qualifications and Experience:

  • Bachelor’s Degree
  • Be trustworthy and confidential
  • Be able to make sound, fair and equitable decisions
  • Possess personal qualities of high integrity and credibility
  • Strong oral and written communication skills
  • The capacity to make timely and decisive actions.

Eligibility            

1. A person selected on the Board shall be:

  • a Virgin Islander; 
  • a person deemed to belong to the Virgin Islands under section 2(2)(f) of the Virgin Islands Constitution Order, 2007, U.K.S.I. 2007 No. 1678 who has held his or her certificate for a period of 20 years or more; or
  • a person deemed to belong to the Virgin Islands under section 2(2)(h) of the Virgin Islands Constitution Order, 2007, U.K.S.I. 2007 No. 1678.

 A member of the Board shall hold office for a period not exceeding 3 years but is eligible for re-appointment for an additional 3-year term on the expiration of his or her term of office.

 Appointment of non-government members shall be staggered to ensure that no more than two nongovernment representatives are re-appointed in any calendar year.

The post is stipend-based remuneration.
