Local contractors, vendors and heavy equipment operators within the construction and development sectors who are holders of valid trade licences are reminded to register on the Contractor Registration and Classification System with the Projects Unit in the Ministry of Finance.

Minister for Transportation, Works and Utilities, Honourable Kye Rymer said registration is a requirement and persons must sign up and be registered on the system by submitting qualifications and information including Government licences and certificates, company profiles, experience portfolio, financial capability and Curriculum Vitae of management and key staff.

Honourable Rymer added, “All contractors and consultants who have worked previously in the public sector and those that have worked in the private sector are also invited to register.”

He explained that the system will be maintained and reassessed periodically in accordance with rating and grading systems, where registrants can be classified.

Regulation 181 of the Public Finance Management Regulations mandates that a list of pre-qualified contractors for the procurement of services, including construction work is to be maintained by the Financial Secretary. 

The system allows the Government of the Virgin Islands to become familiar with the capabilities and the level of services offered by contractors and consultants operating in the Territory. 

It also helps to promote quality of work and value for money by identifying suitably skilled and competent contractors and consultants for general and specialised contracts.

The Contractor Registration and Classification System is the source through which the Government of the Virgin Islands procures contractors, vendors and operators to undertake goods, works and services not obtained via the public tender process.

Contractors, vendors and heavy equipment operators are to complete the relevant forms that can be collected from the Projects Unit located at Qwomar Building #2, 2nd Floor, Road Town Tortola or an electronic registration form by sending a request to procurement@gov.vg and submitted to the Ministry of Finance where they will be registered.
