National Sewerage Programme Update

Madam Speaker, the National Sewerage Programme is another major undertaking of this Government, through the Ministry of Communications and Works.

We can also report significant progress in this regard and I wish to update this Honorable House today on our continuing efforts.

Madam Speaker, the National Sewerage Programme consists of several project initiatives, designed to upgrade the existing and install new sewerage infrastructure primarily, in Road Town and East End/Long Look.

In total, there are approximately fourteen (14) sub-projects, nine (9) of which pertain to East End/Long Look and the remaining five (5) are situated in Road Town.

Madam Speaker, as part of the major deliverables from those projects, the public will have already seen the installation of Pump Stations, Sewerage Treatments Plants, Forced Mains, and Gravity Lines inclusive of Sewerage Manholes, in these areas.

At present, the programme is approximately 69% complete, Road Town being more advanced at 97%, and East End/Look Long at 40%.

Madam Speaker, of the 14 sub-projects, a total of six (6) have been completed and commissioned as follows:

Madam Speaker, in terms of ongoing works, we are currently undertaking the completion of the final 200-foot segment of Gravity Mains between First Bank and the St. Williams Catholic Church in Road Town.

At the end of this phase, the Road Town Sewerage System Upgrade will be completed and sewerage from Baugher’s Bay to Huntum’s Ghut to Prospect Reef, is being treated at tertiary levels meeting World Health Organization (WHO) standards.

Madam Speaker, six (6) projects are earmarked for completion by December 2016. They are as follows:

1. Effluent outfall line at Brandywine Bay (July to September);
2. Gravity Line from Parham Town to Long Swamp (July to September);
3. Installation of 3 Lift Stations in East End/Long Look (August to December);
4. Forced Mains Installation from Parham Town to Long Swamp (August to December); and
5. Forced Mains Installation from Paraquita Bay to Brandywine Bay Coastline (October to December)

Madam Speaker, in order to complete the major projects under the National Sewerage Programme, we estimate a total of $5.3M would be required as follows:

Madam Speaker, in 2017, the focus is on bringing full completion to the National Sewerage Programme, with the integration and commissioning of the East End/Long Look Sewerage System, by the middle of the year.

The completion of the National Sewerage Programme is very much anticipated Madam Speaker.

We are all looking forward to its completion, when we can boast:

• Safer and more environmentally-friendly, collection, treatment and disposal of sewerage; from the communities of East End/Long Look and Road Town;
• Elimination of sewerage overflows onto roadways and into watercourses;
• Elimination of dysfunctional onsite sewerage treatment systems for individual properties;
• Reduction of ground water and marine pollution; and
• Elimination of offensive sewage odors and other health hazards associated with current sewerage problems.
