The Recovery and Development Agency (RDA) is pleased to announce the submission of nine (9) responses to the Request for Expressions of Interest (REOI) for Consultancy Services for Design Engineering and Construction Management for the Road Infrastructure Network of the Virgin Islands. Responses were received from local and overseas firms.
The main objective of this consulting assignment is to provide engineering and contract management services to deliver roads that are more capable of withstanding the debilitating impacts of climate change, as well as support a growing economy and population.
Nine main sections of road have been identified as priorities for works and the RDA intends to separate these sections of roads into four lots. Each qualified firm will be invited to tender on one or more lots for the design and construction management of the identified roads. The deadline for this opportunity closed on Friday, December 6, 2024 at 4:00 p.m.
The consultants will be responsible for engaging stakeholders through all phases of the projects, leading the planning and development phases, and producing preliminary and final designs required for the construction of the identified road projects. The consulting assignment also includes assistance during the tendering and award of the construction works, and construction supervision and contract management during implementation of the works. The duration of the assignment is expected to be for a period of 12-24 months for each of the four sets of roads.

The nine expressions of interests (EOI) will now be evaluated and consideration will be given for technical competence, qualifications and experience including local and regional experience on similar assignments, financial capability and existing commitments. Selection will be guided by a transparent and competitive process to ensure the highest standards of quality and value for money for public infrastructure investment.
Following the assessment of submissions, the successful short-listed applicants will be provided with full terms of reference and invited to submit detailed technical and financial proposals to undertake the assignments.
These projects align with the Government's strategic objectives to modernise infrastructure, bolster economic growth, and ensure the resilience of essential services in the face of evolving climate challenges.
Just last month, Premier and Minister of Finance, Honourable Dr. Natalio Wheatley in delivering the Budget Address under the theme “Planning, Priorities, and Progress: Building a Sustainable Nation” highlighted the role of the RDA and the critical infrastructure work it has executed. Shortly after, a Statement of Requirements (SOR) on the roads projects was signed between the Ministry of Communication and Works and the RDA, signalling the official assignment of the projects from the Government to the RDA for planning and implementation.
The partnership between the Government of the Virgin Islands and the Recovery and Development Agency in executing critical road infrastructure works marks a significant milestone in the RDA’s commitment to support sustainable development and improve the quality of life for Virgin Islands residents.
