Her Majesty in accordance with section 36(2) (b) and (c) of the Virgin Islands Constitution Order 2007, has designated Mrs. Rosalie Adams to act in the Office of Deputy Governor for the period from August 8 to 31.

Mrs. Adams will assume the role of Acting Deputy Governor when the current Acting Deputy Governor, Mr. David Archer commences study leave to pursue graduate studies in Economics at the University of the West Indies, Cave Hill, Barbados. Mr. Archer has been appointed to act in the Office of Deputy Governor from June 2 until July 31, during the absence of Deputy Governor, Mrs. V. Inez Archibald who is currently on leave.

Mrs. Adams holds a Bachelor’s Degree in Education and a Master’s Degree in Guidance Counselling from Bristol University in the United Kingdom.

Rosalie Adams joined the Public Service in 1968 and has taught at various public schools throughout the Territory and served as Guidance and Counseling Officer until 1993. She was transferred to the Department of Education and Culture and served as an Education Officer from 1999 until 2004.

Mrs. Adams was promoted to the post of Permanent Secretary, Ministry of Health and Social Development in 2005. She also served as Permanent Secretary, Ministry of Communications and Works from 2006 – 2007 and Permanent Secretary, Premier’s Office from October 2007 until March 2011 and then again as Interim Acting Permanent Secretary from January 2012 until December 2013.

Section 38(1) of the Virgin Islands Constitution Order outlines the functions that Mrs. Rosalie Adams is to carry out as Acting Deputy Governor. 

The primary role of the Deputy Governor, in support of the Governor, is to oversee the management and development of the Virgin Islands Public Service; to lead the Public Service to ensure the effective delivery of the Government’s programme, and to maintain the highest standards of service delivery and good governance.
