The Government of the Virgin Islands is inviting tenders for the collection of solid waste on Virgin Gorda for a period of three (3) years.  The areas of collection include the entire Valley and all areas to the north, including Handsome Bay, Savannah and Pond Bay.

Scope of works for tender include house to house collection where required, collections from storage areas or designated refuse collection bins, collection on the public highway within the designated areas, collection in suitable refuse collection vehicles; and where bins or storage areas are used, all refuse must be collected from within and around the bins.

Additionally, the surroundings of all refuse receptacles must be cleaned so as to render them free of litter and other bulky waste such as furniture, appliances, construction waste, pallets etc. General collection shall be made seven (7) days per week in all areas and commencing hours selected by the Department of Waste Management, while collection of bulky waste from around the bins shall be made three (3) days per week in all areas. Collection schedules must always be maintained by the service provider. 

Procurement Coordinator Mrs. Ishma Rhymer said eligible tenderers are required to submit Certificates of Good Standing in respect of the Social Security and taxes including Payroll and Property Tax from VI Social Security Board, National Health Insurance, Inland Revenue and the Commercial Registry.

Tenderers must also have a valid Trade Licence for the specific type of work, proof of possession of the equipment required for the job or proof of the ability to finance acquisition of the equipment required for the job. Experience regarding past projects with similar scope and magnitude of this assignment, and handling and operating of heavy equipment for the past five (5) years is required.

A Tender Bond/Tender Security of not less than 1% of the bid price must also be presented. This must be done in the form of a bank guarantee, banker’s draft, certified cheque, or a bond provided by an Insurance Agency. Failure on the part of tenderers to enclose the supporting documentation indicated above with each respective tender will render the tender non-responsive on the date of the opening of tenders.

Bidding documents are available from Monday, February 28, 2022, and will be sent to bidders electronically upon request to procurement@gov.vg with the subject title “Tender for the Collection of Solid Waste The Valley, Virgin Gorda”.

Interested tenderers should submit one (1) original, three (3) copies and one (1) flash drive containing the bidder’s documents. The original bid should be placed in a sealed envelope and marked “ORIGINAL” and the additional copies placed in another sealed envelope and marked “COPIES”. Both envelopes should then be placed in an outer envelope marked “Tender for the Collection of Solid Waste The Valley, Virgin Gorda and addressed to:

All tenders must be deposited in the Tender Box at the Ministry of Finance (Procurement Unit), RFG Place, 2nd Floor, Waterfront Drive, Tortola, Virgin Islands no later than 10:00 a.m. on Tuesday, April 5, 2022. Tenders will not be accepted after the Tender Box is closed.

A virtual pre-tender meeting is scheduled for Wednesday, March 16, 2022 at 10:00 a.m.  Due to Covid-19 preventative measures and social distancing guidelines established by the Ministry of Health and Social Development, all prospective tenderers will be notified of the access code and password prior to the meeting. 

Tenders will be opened at 12:00 noon on Tuesday, April 5, 2022 at the Procurement Unit, Ministry of Finance, RFG Place, 2nd Floor, Waterfront Drive. Tenderers are invited to witness this process via WebEx and will be provided with the access code and password prior to the opening.
