Press Release
Release Date: 20 April, 2026

Human resources professionals across the Public Service have successfully earned certification from the Society for Human Resource Management (SHRM) as part of an ongoing human resource capacity-building initiative led by the Virgin Islands Public Service Learning Institute.

The SHRM-CP is a globally recognised certification for HR professionals, designed to strengthen knowledge and practice through rigorous training and assessment. To achieve certification, participants were evaluated on core human resource competencies across people, organisation, and workplace domains, as well as behavioural competencies including leadership, ethical practice, and business acumen.

Permanent Secretary in the Office of the Deputy Governor, Mrs. Sharleen DaBreo-Lettsome, MBE, welcomed the achievement, noting its significance in the ongoing transformation of the Public Service.

“Since 2024, we have been working to transform the Department of Human Resources to align with the vision of a more agile, responsive, and engaging Public Service. The achievement of SHRM-CP certification by our HR professionals represents a significant milestone in our commitment to capacity building and organisational development. The skills and competencies gained will further strengthen the effectiveness of our human resources management programmes.

This level of certification reflects the direction in which we are moving, ensuring that Public Officers across various technical fields are able to measure up globally, with their knowledge and skills assessed through internationally recognised systems. I also extend sincere congratulations to all those who have been successful so far,” she said.

Director of the Virgin Islands Public Service Learning Institute, Dr. Connie E. George, also highlighted the importance of the programme in advancing public sector professionalism and global connectivity.

Dr. George stated, “Certifications such as SHRM-CP are vital tools for human resource professionals. Beyond the technical knowledge and skills gained, participation in the programme provides a unique opportunity for Public Service officers to connect with an international network of practitioners and access a global knowledge base that will enhance the effective management of human resources across the Public Service.

This certification journey represents an important step in ensuring that our Public Officers are benchmarked against global standards, strengthening both individual capability and institutional performance. I also congratulate all participants who have successfully achieved this milestone so far.”

The newly certified public officers are: Cara Christopher, Deidre Fahie, Eulet Evelyn, Jovelle Lewis, Linette Rabsatt, Sadiqua Chinnery, and Ziina Hanley.

This accomplishment distinguishes them among an elite cadre of HR professionals. The qualification remains valid for a period of three years.
