VACANCY NOTICE: MINISTRY OF FINANCIAL SERVICES, ECONOMIC DEVELOPMENT AND DIGITAL TRANSFORMATION
The Government of the Virgin Islands is seeking qualified individuals to fill the following position:
Member – Immigration Quota-Setting Committee
The Ministry of Financial Services, Economic Development and Digital Transformation invites applications from suitably qualified and experienced persons for appointment to the Immigration Quota-Setting Committee (the “Committee”), established under the Immigration and Passport (Amendment) Act, 2024.
Role and Purpose
The Immigration Quota-Setting Committee is a statutory body responsible, subject to the approval of Cabinet, for advising on and supporting the determination of annual immigration quotas for Residency and Belonger Status certificates. The work of the Committee is integral to ensuring that immigration policy is aligned with the Virgin Islands’ demographic realities, labour market demands, infrastructure capacity, and broader national development priorities.
Key Functions
The responsibilities of the Committee include but are not limited to:
- Gather and analyse data relating to population trends, labour market conditions, housing availability, and other relevant factors;
- Define categories, eligibility criteria, and qualifications for Residence and Belonger certificates;
- Engage stakeholders and conduct consultations to ensure transparency in quota-setting activities;
- Assess the economic and social impact of immigration decisions;
- Recommend annual immigration quotas based on data analysis and stakeholder input;
- Monitor and report on the issuance and utilisation of certificates;
- Review the effectiveness of the quota system and its impact on national development;
- Make adjustments to quotas to address emerging challenges and priorities; and
- Ensure transparency through public reporting and publication in the Gazette.
Eligibility Criteria
Applicants must:
- Possess, at minimum, a Bachelor’s Degree and at least 7 years of expertise in one or more of the identified areas:
- Demographics
- Labour market analysis
- Economics
- Immigration policy
- Physical infrastructure
- Education
- Health
- or other related disciplines
- Demonstrate strong analytical, strategic, and policy-oriented thinking;
- Have a sound understanding of National Development issues in the Virgin Islands; and
- Be able to contribute effectively within a multidisciplinary committee environment.
- Must reside in the British Virgin Islands. Application Process

- Biographical information;
- Employment history;
- Areas of expertise – specialist knowledge;
- Educational background/qualifications;
- Community involvement;
- Previous Board experiences including dates;
- Disclosure of any criminal conviction, bankruptcy, or conflict of interest; and
- Names and contact information for three references.
