The COI took place between 2021 and 2022, and reported on 4th April 2022. Over the past three years, public officers, elected representatives, and the Governor’s Office have been working together to deliver forty-eight recommendations.
During his visit to the Virgin Islands in November 2024, Minister for the Overseas Territories, Stephen Doughty, called for a final review by the Governor, a self-assessment by the Government of the Virgin Islands, assessments by Foreign, Commonwealth & Development Office officials, and public feedback on the reforms. The Government’s self-assessment was laid in the House of Assembly earlier this week, and today I publish my final review and the public feedback report.
The Premier’s Office recently concluded a series of town hall meetings aimed at discussing the 48 Recommendations of the Commission of Inquiry (COI) and their impact on the governance of the Virgin Islands.

The public is reminded to tune in this evening at 7:00 p.m., for the “Public Eye” programme on Governance Reform. The discussion will focus on the 48 Recommendations of the Commission of Inquiry (COI) and their impact on governance in the Virgin Islands.
Share your views and experiences on the impact of the Commission of Inquiry reforms by Sunday, 2nd March 2025. Your views are extremely important and will be taken into consideration as part of the assessment of the implementation of the reforms.

The Premier’s Office will host a series of town hall meetings to discuss the 48 Recommendations of the Commission of Inquiry (COI) and their profound impact on the governance of the Virgin Islands.
On Monday 9th December, the Inquiries Act, 2024 came into force. This is the first new piece of primary legislation to be brought into force as a result of the Commission of Inquiry.
