Good morning, colleagues, friends, and fellow citizens of our beautiful Virgin Islands. Today marks a landmark moment in our collective journey toward a greener, more resilient future with the inauguration of the Fanegada Hybrid Renewable Energy and Battery Energy Storage System. This facility powers the island with clean energy for more than 12 hours a day during peak usage—especially now in the height of the tourist season and following the internationally known Lobster Fest—and can run on renewables alone for up to 19 hours. It also symbolises our deep commitment to the principles enshrined in our National Sustainable Development Goals—particularly responsible consumption, climate action, and affordable, clean energy for all.

Public Consultation on Human Rights Commission Bill Launched
The Office of the Deputy Governor has launched the Public Education and Consultation process for the Human Rights Commission Bill, 2025. The Bill aims to establish a commission responsible for investigating human rights complaints and promoting awareness. It will consist of five commissioners, with appointments from the Governor, Premier, Leader of the Opposition, and Chief Justice. Public meetings to discuss the Bill will begin on March 10 across the Virgin Islands. Residents can view the Bill and share feedback at bvi.gov.vg/humanrights.

Payment Issues on BVIFars Portal – Alternative Options Available for Bulk Payments
The British Virgin Islands International Tax Authority (BVIITA) advises users of the BVIFARS portal about current issues with credit card payments for bulk transactions. Users experiencing difficulties should email payments@bviita.vg with the subject “BVIFARs Payment difficulties” and detail the problem. Only users with “FI permissions” can make payments on the portal. Entities enrolled in BVIFARS must pay the annual fee unless deactivation was requested by April 8, 2025, or approved otherwise. VI Government Reports Progress on Implementation of Discretionary Powers Policy
The Government of the Virgin Islands is advancing the implementation of its Discretionary Powers Policy to enhance transparency, accountability, and ethical decision-making in the Public Service. Since its launch in March 2025, the policy has been promoted through virtual webinars and in-person workshops to educate public officers on its application within the law. A digital platform is being developed to track discretionary decisions and ensure consistency, with training forthcoming. Premier Honourable Natalio D. Wheatley stressed the importance of officers understanding the Virgin Islands Constitution and relevant laws to safeguard the Territory’s future. The Premier’s Office continues to lead in policy development and cross-ministry coordination, with the Discretionary Powers Policy exemplifying its commitment to good governance.
