To begin the process of obtaining your first-time driver's license, you must:

  • Be at least 18 years
  • Be a citizen of the Virgin Islands, a Belonger, a resident of the Virgin Islands, hold a valid work permit or student visa
  • Have a valid passport
  • Have a valid NHI card

Steps to Get Your Driver’s License

You must complete each step in the order listed.

1. Take the Written (Theory) Test

  • Book an appointment with the DMV.
  • On your test day, bring your:
    • Valid passport
    • NHI card
    • Email address (for verification and account setup)
  • You'll receive login details to access the DMV testing system.
  • Take the written theory test at a DMV testing station.
  • If you pass: you'll get a certificate and can apply for your learner’s permit.
  • If you fail: you must reschedule the test.


 

2. Apply for a Learner’s Permit

  • Bring your written test certificate to the DMV.
  • Pay the $20 fee to receive your permit.
  • Present valid identification 


 

3. Complete Driving Lessons

  • You must complete 10 hours of lessons with a licenced driving instructor.
  • Your instructor will submit proof to the DMV.


 

4. Book and Take the Cone Test

  • Log in to the DMV website to book your test.
  • Pay the $20 fee at the DMV office at least 3 days before your test date.
  • Bring your:
    • Learner’s permit
    • Written test certificate
  • If you pass: you’ll receive a certificate.
  • If you fail: wait 2 weeks before rebooking.


 

5. Book and Take the Road Test

  • Complete an additional 10 hours of driving lessons.
  • Book your road test on the DMV website.
  • Pay the $20 fee no later than 3 days after booking.
  • Bring:
    • Learner’s permit
    • Written test certificate
    • Cone test certificate
  • If you pass: you’ll get a road test certificate.
  • If you fail: you can rebook after 2 weeks.


 

6. Apply for Your Driver’s Licence

Visit the DMV 24 hours after passing your road test with:

  • Road test, cone test and written test certificate
  • Valid passport
  • Passport size photo
  • Social Security card
  • Proof of status in the territory
  • Official blood type record
  • Completed application form
  • Take the Eye Exam at DMV or
  • Provide Eye exam results (from a Licenced Eye Doctor)
